Anti corruption :NEW-Tripura launches signature campaign

Agartala, Aug 16, 2011 : National Election Watch (NEW), Tripura chapter a common platform on electoral reforms, improving democracy and governance has opposed provisions of exclusion of the prime minister, chief justice of India and judges of the higher judiciary from draft of Lokpal Bill.

Addressing media here NEW Tripura Chapter’s President and former state election commissioner and law secretary B B Senapati said, “Indian constitution recognizes equality before the law and nobody can be excluded intentionally from the ambit of any law. If this bill is passed, very spirit of Indian constitution will be defied, which will weak our democracy.”

In favour of strong Lokpal bill and anti-corruption law, NEW Tripura also organized signature campaign in front of City Centre, Paradise Choumuhani in Agartala. The campaign would subsequently spread across the state, said the NEW office bearers here..

Senapati said, freedom fighters had sacrificed their lives for an independent country where equality, honesty and integrity were given importance. But now our governance system denies the basic spirit of the Constitution”.

However, Senapati and his team expressed disagreement over Anna Hazare’s demand to bring the conduct of MPs in Parliament in the ambit of the anti-corruption watchdog and opined that Parliament should have the supreme authority and Lokpal should not interfere in the Parliamentary /Legislative proceedings.

The NEW however strongly demanded for educated, energetic and honest candidates joining the election fray.

“The person who is charge-sheeted under CrPC cannot contest in the elections. Contesting candidates must have minimum education of Graduation and there must be an upper age limit for contesting any elections, which would substantially reduce the apprehension of corruption in legislative bodies”.

The present bill did not have the scope to deal with petty cases of corruption against junior functionaries in Lokpal and Lokayukta; NEW Tripura felt that Lokpal would receive the complaint against of and above joint secretaries and equivalent ranks in Govt of India and in case financial corruption. Besides, the bill says, if the quantum of corruption involved of and above the value of Rs 1 core then it would only be entertained by the Lokpal.
