Agartala, Aug 17, 2011 : Pained by the alleged financial deprivation, Finance Minister Badal Chowdhury formally released the white paper titled ‘13th Finance Commission Report- a review’ on Tuesday.
Briefing media at civil secretariat, Chowdhury said, “We had sought Rs 26,848.76 crores for the financial years 2010-2015 while in reality we got only Rs 16,349.13 crores from the 13th finance commission.
Throwing light on why the left ruled state had been targeted, the finance minister said, “We had opposed the conditions given by the finance commission during allocation”.
“We had demanded Rs 13924.43 crores for state government employees. But we have got only Rs 7727.90 crores based on the faulty employee figure. Likewise, we had sought Rs 3944.80 crores for the pensioners but the FC has allotted Rs 2779.09 crores”, stated the finance minister.
“In non plan gap grant, the 13th finance commission has sanctioned Rs 4453 crores as against the amount of Rs 5494.20 crores given earlier by the 12th finance commission.
“We have gone for fresh recruitments and also not paid any heed to reform guidelines placed before us”, claimed Chowdhury.
While making its allocation, the 13th finance commission had taken an inflexible stand and deprived the state, according to the finance minister.
The state has been facing a financial crunch as the funds for the development works and other expenditures are stalled.
“We have already informed the union government about the crunch”, added Chowdhury.
On the mushrooming of NBFIs, the finance minister said, “The state cabinet has framed rules to take on the frauds that would protect the interests of depositors”.
As per the rules, the institution that wishes to start its business in the state or already has an establishment would have to provide details before opening, besides filing of a monthly report.
Meanwhile, the state government has issued the official notification to curb the activities of NBFIs on Wednesday.
